FLORIDA LMHC ENDORSEMENT
Florida LMHC licensure by endorsement.
Florida LMHC licensure by endorsement currently uses the MOBILE pathway in section 456.0145, Florida Statutes. It is intended for certain practitioners who already hold an active, unencumbered license in another U.S. jurisdiction. It is not automatic reciprocity, and Florida decides whether the applicant, license, scope, examination, recent practice, and disciplinary record meet the current criteria.
This guide is educational and informational only. It is not legal, professional, or licensure advice. Requirements change. Verify every requirement directly with the Florida Board before relying on it.
Short answer
The live Florida Board page says a MOBILE endorsement applicant must hold an active, unencumbered license in another state, the District of Columbia, or a U.S. territory in a profession with a similar scope of practice; have passed a national licensure examination or hold a recognized national certification; have actively practiced at least two years during the four years immediately before applying; and meet the current disciplinary, National Practitioner Data Bank, background-screening, and ineligibility provisions. Florida makes each determination.
Older Florida summaries may describe a different endorsement statute or a three-year active-practice requirement. The live Board page reflects the MOBILE Act and the 2025 change to two years of practice within the preceding four years. Use the current statute and application, not an older checklist.

What MOBILE endorsement is
The Mobile Opportunity by Interstate Licensure Endorsement Act created a statewide endorsement framework for specified health professions. The Board’s current LMHC endorsement instructions direct mental health counselor applicants to section 456.0145 rather than the older profession-specific endorsement summary.
Endorsement is still an application for a Florida license. An out-of-state license does not authorize practice in Florida by itself. The Board or Department determines whether the profession has a similar scope and whether the applicant meets every criterion.
Florida LMHC licensure by endorsement requirements
The live Board page lists these central requirements:
- An active, unencumbered license issued by another state, the District of Columbia, or a U.S. territory in a profession with a similar scope of practice, as Florida determines.
- A passing score on a national licensure examination or a national certification recognized by the Board.
- Active practice for at least two years during the four-year period immediately before the application date.
- No current disciplinary proceeding in a licensing jurisdiction or by the U.S. Department of Defense related to the profession.
- No disciplinary action during the five years immediately before applying.
- Compliance with the statute’s National Practitioner Data Bank and other ineligibility provisions.
The statute and Board page contain qualifications and exceptions that cannot be reduced safely to a yes-or-no web quiz. Applicants with an NPDB report, discipline, a license limitation, a gap in recent practice, a differently titled license, or uncertainty about scope should request an individual Board determination.
Before you evaluate a Florida offer
Florida pay is not the same as pay where you are licensed now. The Clinician Pay Guide covers W-2 against 1099 with 2026 figures, the Florida tax advantage, and how to work out what an offer actually pays. Free, and about fifteen minutes.
Documents to gather
The Board directs endorsement applicants to obtain license verification from every jurisdiction where they have held a license. The verification must show the license type, original issue date, current status, and disciplinary history. Florida may accept an official online verification when it includes the required information. Otherwise, the licensing authority should send the Florida verification form directly.
Arrange for the national examination score to be transferred directly from the examination provider or another state licensing agency. A personal screenshot or wallet card does not replace an official score record.
The current endorsement document list highlights license verifications, national examination score, and supporting records for affirmative criminal, health, or disciplinary answers. Do not assume that the education and supervised-experience document list for examination applicants is automatically the endorsement list. Follow the current pathway selected in the application and respond to any individualized request.
Background screening and disclosures
Florida requires initial endorsement applicants to complete the current electronic fingerprint-based background screening. Use an approved Livescan provider, the correct profession-specific ORI, and the Department’s current instructions. The applicant bears the vendor cost.
Read the criminal, health, discipline, NPDB, and license-history questions carefully. The Board page identifies supporting personal statements and official records for affirmative answers. The MOBILE statute also contains specific ineligibility rules. Do not omit a report because another state treated the underlying conduct differently.
Application process, review, and fee
- Confirm that MOBILE endorsement is the correct route.
- Request every required license verification and official national exam score.
- Complete current background screening.
- Submit the online application, fee, and any supplemental records.
- Track the file in the MQA portal and respond to written deficiencies.
- Wait for the Florida license to be issued before practicing under the Florida LMHC title.
The Board lists a $100 application fee, $75 initial licensure fee, and $5 unlicensed-activity fee, for a total of $180 as of August 23, 2026. Confirm the live schedule before paying. An incomplete application expires one year after initial filing.
The Board says to allow up to 30 business days for initial review. Section 456.0145 provides for issuance within seven days after all requirements are met. These are not promises that an incomplete or disputed application will be licensed within either period.
Endorsement versus Florida’s examination pathway
The standard examination pathway is for applicants who completed Florida’s education, supervised experience, exam, course, screening, and application requirements and do not qualify for MOBILE endorsement. It generally requires an official transcript, practicum evidence where applicable, and the Verification of Clinical Experience Form.
MOBILE endorsement begins with an existing qualifying license and recent active practice. It focuses on the criteria in section 456.0145 and the records listed in the current endorsement instructions. A person who holds an out-of-state license but does not meet MOBILE requirements may need the examination pathway or another available status. The Board must determine which route applies.
Practical steps before moving or accepting work
The following are planning suggestions, not Florida requirements:
- Request license verifications early, especially from jurisdictions that mail records.
- Compare the legal scope and title of the current license with Florida’s LMHC scope.
- Gather evidence of recent active practice in case the Board requests clarification.
- Confirm malpractice coverage, payer credentialing, employer onboarding, telehealth location rules, and business registration separately.
- Do not advertise a Florida LMHC credential until it is issued.
A job offer, Florida residence, compact privilege in another profession, or employer credentialing does not substitute for the Florida license. Ask the Board about any interim status before providing services to clients located in Florida.
Frequently asked questions
Does Florida have automatic reciprocity for LMHCs?
No. The current pathway is an application for MOBILE endorsement. Florida evaluates the statutory criteria and issues a Florida license only to qualified applicants.
Do I need three years of recent practice?
The live Board page states two years of active practice during the four years immediately before applying. Florida’s 2025 legislative update describes the change from three years to two. Verify the current statute when you apply.
Will Florida accept my state’s exam?
The Board requires a passing national licensure examination or recognized national certification under the current MOBILE criteria. Florida decides whether the submitted record qualifies. Request an official transfer rather than relying on a personal report.
Can I practice while the endorsement application is pending?
An application does not create a Florida LMHC license. Ask the Board whether another lawful status applies to your circumstances before practicing.
